Hanging Shoes

Not sure why these shoes were hanging in the 'forbidden' garden......Is a form of contemporary art or just someone had his shoes washed and hung them there to dry?

    I would think art, given that some of them don't have a match.

    A friend of mine did an art exhibit here hanging single gloves and mittens, calling it the lost gloves project.
